Guide·October 13, 2026·16 min read·Sourced & cross-checked

Smoking rooms in Japanese hotels are getting rare, but they have not gone. We checked the official pages of 67 hotels and ryokan that Honto covers. 10 still sell smoking rooms, mostly on one floor; 2 let you smoke on a private terrace; and the rest are non-smoking, most with a smoking area somewhere in the building. Smoking in a non-smoking room can cost up to 100,000 yen, and most hotels that mention heated tobacco treat it as smoking.

For Japan’s smoking rules on the street, in restaurants and on trains, see our smoking in Japan guide. This page is only about hotel rooms and hotel smoking areas.

Honto check: Every row is from the hotel’s or ryokan’s own official pages: FAQ, terms of stay, house rules, room pages, notices and official booking pages, read on October 7, 2026. The starting list was the 89 hotel and ryokan articles on Honto; we kept the 67 whose official wording on smoking is explicit. Deliberately not stated: two places whose own pages contradict each other on smoking, hotels whose official pages we could not read, and the location of a smoking area where the hotel does not give one.

Where are the smoking rooms in Tokyo?

Four Tokyo hotels in our list still sell them. At The Okura Tokyo, every room on the Heritage Wing’s 9th floor is a smoking room, numbers are limited, and the club floors have none; the hotel’s smoking spaces are on the 2nd, 4th, 6th, 7th and 41st floors of the Prestige Tower. At Asakusa View Hotel, smoking is allowed on the 14th floor in Deluxe and Standard rooms; the executive floors are non-smoking, and a smoking room by the first-floor lobby is open 24 hours. Our guides to The Okura Tokyo and Asakusa View Hotel cover the rest of their rules.

What is a heated-tobacco-only floor?

At La Vista Hakodate Bay, floors 3 to 8 and 10 to 12 are non-smoking, and the 9th floor is a smoking floor for heated tobacco only, so cigarettes are not allowed even there. Our La Vista Hakodate Bay guide covers the hotel’s other rules.

Can I smoke on a private terrace?

At two places. Garden Terrace Nagasaki says all rooms are non-smoking but the rooms’ private terraces allow smoking, with ashtrays provided. The Hoshino Resorts FAQ says some room types at HOSHINOYA Fuji have a garden or terrace where guests can smoke outdoors, while the rooms themselves are non-smoking, e-cigarettes included. Elsewhere, balconies count as part of the room: the Busena Terrace, Palace Hotel Tokyo, Halekulani Okinawa and Fuji Lake Hotel all ban smoking on them.

Why is the charge so high?

The hotels say what the money pays for. Nakanobo Zuien calls its 100,000 yen a special cleaning cost per room. Fuji Lake Hotel adds the room rate for any nights the room cannot be sold while it is deodorized, and Hotel Nikko Narita charges two extra nights outright. Several hotels, including Hotel Niwa Tokyo, remm and Hotel Metropolitan Sendai, say they will charge more if the actual cost is higher than the set amount.

Which hotels charge without naming an amount?

Eight in our list say they will charge the cost of cleaning or repair without giving a figure: Hotel New Otani Tokyo, Cerulean Tower Tokyu Hotel, HOTEL THE MITSUI KYOTO, Mitsui Garden Hotels, Hotel Universal Port, Suginoi Hotel, InterContinental Yokohama Grand and Konansou in Kawaguchiko. Some add the cost of the nights the room is out of use.

Do heated tobacco and e-cigarettes count as smoking in Japanese hotels?

What do the hotels say?

At almost every hotel that mentions them, yes. Hotel New Otani Tokyo says using e-cigarettes or heated tobacco in a non-smoking room is strictly prohibited and will be charged. Nara Hotel says it treats heated tobacco and e-cigarettes the same as cigarettes. Hotel Nikko Narita, Hotel Universal Port and InterContinental Yokohama Grand send heated tobacco to the smoking area, and Candeo Hotels says heated tobacco cannot be used in its rooms.

Is there anywhere they are treated differently?

Two exceptions in our list. La Vista Hakodate Bay has a smoking floor for heated tobacco only. Keikyu EX Inn Haneda describes its smoking rooms as rooms where you can use cigarettes or e-cigarettes. Everywhere else, plan to use heated tobacco where you would smoke a cigarette.

Selected from 45 non-smoking hotels with a stated smoking area; the rest, such as chains like Hoshino Resorts, MIMARU, remm, Tokyu Stay, Candeo Hotels and Richmond Hotels, say only that each hotel has one. From official pages, read October 7, 2026.

Since when have these hotels been non-smoking?

Several give a date. Hilton Tokyo Bay went non-smoking on January 6, 2016; Hotel Nikko Kansai Airport on September 25, 2018; Hotel Okura Kyoto on January 11, 2021; Takayama Green Hotel on February 26, 2021; Nakanobo Zuien on June 3, 2022; Hotel Nikko Narita on November 9, 2022; Hotel Nikko Kanazawa from stays on January 6, 2025; and Chorakuen on February 1, 2026. Older guides that list smoking rooms at these hotels are out of date.

How do I get a smoking room?

Book it as a smoking room. Hotels that still have them sell them as a separate type, as at Hotel Metropolitan Sendai and Hotel Keihan, or take a request at booking, as at The Okura Tokyo and Hotel New Otani Tokyo, which says requests are not possible on some packages. Numbers are limited at The Okura Tokyo and Keikyu EX Inn Haneda, so book early.

What if the hotel has no smoking rooms?

Check where the smoking area is and when it is open: some are not open all night, such as the 11th-floor area at Hotel Nikko Narita, which closes at midnight. Do not smoke on the balcony; at most hotels that counts as the room. Two hotels in our list, Hotel Metropolitan Sendai and Hotel Ryumeikan Tokyo, also name smoking in a room as a reason the hotel may end your stay.

What about smoking at a ryokan?

Ryokan in our list are as strict as hotels or stricter. Nakanobo Zuien in Arima Onsen charges 100,000 yen per room and allows smoking only in its 1F and 2F spaces; our Nakanobo Zuien guide has its other rules. Hotel Taikanso and Ryokan Kamogawa Asakusa have no smoking area at all.

Temple lodgings follow the same pattern: Ekoin on Koyasan keeps every room non-smoking and points smokers to an outdoor area, and Shunkoin in Kyoto calls itself a completely non-smoking facility.

Where else can I check before I go?

Our Hotel Nikko Narita guide covers a common airport stay with two smoking areas, and each hotel article on Honto lists the smoking rule we found on the official site.
