Kobe is easy to understand and easy to get wrong. Easy, because the city is a narrow strip pinned between the Rokko mountains and Osaka Bay: north is uphill, south is the water. Wrong, because the station you arrive at carries six different station names depending on which company brought you, and because a place called Kobe Station exists that is not the center of Kobe.
The other problem is money. Almost every English guide runs a Kobe fare table that has gone stale. The Rokko Cable is not 600 yen, it is 800. The Rokko-Arima Ropeway is not 1,030, it is 1,400. The City Loop is not 260, it is 300. And the paper subway day pass stopped being sold on March 31, 2026.
Kobe at a glance: a strip between the mountains and the sea
Downtown Kobe is a long, thin east-west band. The geography does your navigation for you: the mountain side is north — Kitano, the herb garden, the Shinkansen — and the sea side is south — Meriken Park, Port Tower, Harborland.

How long does it take to walk between the main areas?
Less time than the map suggests. The Kobe Tourism Bureau publishes these: Sannomiya to Ikuta Shrine, 4 minutes; Ikuta Shrine up to the Weathercock House in Kitano, 14; Weathercock House to the Rhine House, 3; Rhine House to the Nunobiki Herb Garden ropeway, 9. On the south side: Kobe City Museum to the Former Foreign Settlement, 4; on to Nankinmachi, 4; Nankinmachi to Meriken Park, 10; the cruise pier, 5; Harborland, 5 more. Only the climb to Kitano really costs effort, and the bureau puts the full circuit at six to seven hours.
Why "Sannomiya Station" is six stations, not one
This is not a translation quirk. Four companies run stations that share a neighborhood and little else, each under its own name:

The JR, Hankyu and Hanshin buildings cluster around the same crossroads, so the confusion is survivable on foot. Your ticket is not: a Hankyu ticket will not open a Hanshin gate.
Is Sannomiya-Hanadokeimae just another exit of Sannomiya?
No, and there is official proof. Sannomiya-Hanadokeimae (K01) is the Kaigan Line's own station, and you leave the gates to reach Sannomiya (S03). The bureau's K01 fare PDF even carries a special rule for riding K01 to Shin-Nagata, changing, and returning to Sannomiya: because the route forms a complete loop, the fare must be split and calculated in segments. One station with two exits would never need that.
Which Sannomiya do I want for what?
For the Shinkansen, the subway (S03) — Shin-Kobe is one stop, 210 yen. For Harborland and the Port Tower, Sannomiya-Hanadokeimae (K01). For Kobe Airport, the Port Liner (P01). For Osaka and Kyoto, JR, Hankyu or Hanshin.
The clip below is a Japanese walking video along Sannomiya Center-gai, the covered arcade running east to west through the middle of it all. No English narration, and none needed: it is the clearest way to see where Hankyu Kobe-sannomiya, Hanshin Kobe-sannomiya and JR Sannomiya sit in relation to each other, which no station map conveys.

I ended up near Kobe Station — is that bad?
Not at all, once you know what you have. Kobe Station opens onto the Harborland side, a 15-minute walk from the Port Tower by the tower's own access page. What you do not have is Kitano, the arcades or the bus terminal. We are not quoting a walking time between the two stations, because no official page publishes one — take the train, it is two stops.
The 2026 fare table English guides still get wrong
Every figure on the right came off the operator's own current Japanese page in August 2026. Most of these prices moved within the same eighteen months, which is why a guide written before spring 2026 is wrong about all of them at once.

City Loop and Port Loop: the tourist bus and its 2026 problem
The City Loop is the retro-styled sightseeing bus circling the tourist geography — the Port Tower on the water, up through Motomachi and Sannomiya to Kitano and Shin-Kobe — a full circuit of about 65 minutes. Its sibling, the Port Loop, covers Port Island and calls at both Kobe Airport terminals.
What does the City Loop cost, and where do I buy a ticket?
A single ride is 300 yen for adults, 150 for children; the 1-day ticket is 800 and the 2-day is 1,200. The day ticket pays for itself on the third ride and also covers the Port Loop and Shinki Bus routes in central Kobe, including the Kobe Airport service. Buy it at the Kobe City Information Center, the Shin-Kobe tourist desk, the Kobe-Sannomiya Bus Terminal, Kamomeria, the FamilyMart at Kobe Airport, or on board — the 1-day version only. Digital versions run through RYDE PASS, PassRu and Mobers.
Which Sannomiya bus stop do I board at?
There are two, and the wrong one sends you the long way around. On the official stop list, number 8 is Subway Sannomiya Station-mae northbound and 13 is the southbound stop of the same name. Northbound climbs to Kitano; southbound drops to the water. With a 65-minute circuit and a reduced timetable, that is an expensive mistake.
The subway: ¥210 minimum, and the pass that no longer exists on paper
The Seishin-Yamate Line runs through Sannomiya (S03), with the Hokushin Line continuing north to Tanigami; the Kaigan Line runs the waterfront from Sannomiya-Hanadokeimae (K01). The minimum adult fare on both is 210 yen, at the fares set in October 2024.

The takeaway: the entire waterfront is 210 yen from Sannomiya-Hanadokeimae. While the City Loop is reduced, that hop is the fastest reliable way to Harborland or the Port Tower.
What happened to the ¥830 subway day pass?
It was withdrawn. The transportation bureau ended sales of the paper Subway 1-Day Ticket (830 yen, adults only), the Bus and Subway Combined 1-Day Ticket (1,040 yen) and the school version on March 31, 2026. Tickets already bought stay usable only until September 30, 2026.
So what do I buy instead — the ¥980 QR pass?
If you are only riding the subway, yes. The Kobe Municipal Subway QR 1-Day Ticket is 980 yen for adults, has no child version, and covers all subway lines. It is sold only through the Surutto QRtto website, from April 1, 2026 to March 31, 2027, and works on any one day within three months. Is the Kobe Machimeguri 1day Coupon better value?
Often, and it went fully digital in 2026. The Kobe Area version is 1,500 yen, covering the subway between Shin-Kobe, Sannomiya and Shin-Nagata plus the whole Kaigan Line, Kobe Kosoku Line and Port Liner. The Hanshin version is 2,150 and the Hankyu version is 2,300. Each adds a voucher for one attraction charging 800 yen or less. It is sold on Surutto QRtto by credit card only — magnetic tickets were abolished on April 1, 2026 — and coverage stops at Shin-Nagata, so Seishin-Chuo is out. A standard city bus ride, for comparison, is 230 yen.
Getting to Kobe: Osaka, Kyoto and two airports
The Kobe Tourism Bureau publishes the headline times: as little as 21 minutes from Osaka and 52 minutes from Kyoto. Three railways compete on the Osaka run — JR, Hankyu and Hanshin — hence the frequency.
What do the trains from Osaka actually cost?
Here honesty beats a table. JR West, Hankyu and Hanshin publish Osaka-to-Kobe fares only inside JavaScript-driven fare search tools, not on any static page we could read and quote, so we are not repeating a figure from a secondary source. Use the operators' own fare searches at jr-odekake.net, fare.hankyu.co.jp and hanshin.co.jp. Does a Japan Rail Pass help in Kobe?
Barely. Kobe's useful local network — subway, Port Liner, City Loop, cable car, ropeways — is entirely outside any JR pass, so it buys the approach and nothing after you arrive. How do I get from Kobe Airport into town?
The Port Liner, automated, from Sannomiya (P01) across the bay to Kobe Airport (P09): four fare zones, 340 yen for adults and 170 for children, in about 18 minutes, with IC and paper fares identical. Do the arithmetic before buying the 710-yen day ticket — a plain airport round trip is 680 yen, so it loses money unless you also ride around Port Island. Shinki Bus coaches run from both terminals too: 340 to Shin-Kobe, 810 straight to Arima Onsen.
Is Kobe Airport really international now?
Partly, and most guides missed it. The airport's official page states the second terminal opened on April 18, 2025, lifting the restriction on international charter flights. In 2026 the destinations are Taipei and Incheon for Seoul, with Kaohsiung listed as a Starlux service scheduled for January 2027. Full scheduled service, up to 20 round trips a day, waits for the main terminal around 2030.
What about arriving at Kansai Airport (KIX)?
Take the boat. The Kobe-Kansai Airport Bay Shuttle crosses straight to Kobe Airport, and the connecting bus between terminal and pier is included in the fare. Be at the pier 20 minutes before departure or you may not board.

Add the Port Liner and KIX to Sannomiya costs about 2,220 yen, 31 minutes on the water plus 18 on the train. One live caution: quay construction near the Kansai Airport pier from August 3, 2026 moved the bus stop and brought planned cancellations.
Arima Onsen: over the mountain, and the bus nobody mentions
Arima Onsen sits on the far side of the Rokko range — the north slope, where central Kobe is on the south. That explains every route: around the mountain, over it, or through it.
What is the cheapest way to Arima?
The highway bus, and almost no English guide says so. Shinki Bus runs from the Kobe-Sannomiya Bus Terminal to Arima Onsen (Taikobashi) for 600 yen, no reservation, boarding at the front and paying when you get off, cash or IC card. By rail it costs more with two changes: the subway to Tanigami is 280 yen and Shintetsu on to Arima Onsen is 440 yen — quoted separately because no operator publishes a through fare.
What is the scenic way over Mt. Rokko?
Three linked rides up one side and down the other: the Rokko Cable to the summit (about 10 minutes), the Rokko Sanjo Bus across the ridge (about 13), and the Rokko-Arima Ropeway down to Arima Onsen Station (about 12 minutes, every 20). Total riding time about 35 minutes, excluding connections — and the ropeway can be suspended in strong wind.
Which through ticket saves money on the crossing?
The Rokko-Etsu Arima One-Way Ticket at 2,450 yen (1,230 for children): cable car one way, hop-on-hop-off on route 1 of the summit bus, and the ropeway one way, sold daily from 9:30 at either end. With the cable car alone at 800 and the ropeway alone at 1,400, the bundle wins. Returning the same way instead, the East Rokko Excursion Ticket at 2,300 yen covers the cable car round trip plus route 1 and is valid two days. The summit bus 1DAY ticket at 800 yen is route 1 only.
Mt. Rokko and Mt. Maya: one cable car will not take your IC card
Kobe city's own mountain site notes that Rokko and Maya belong to the same range and that the two summits are linked by public transit at the top in about 20 minutes. We are not quoting an elevation, because the official pages we read do not publish one.
How do I reach the Rokko Cable from the city?
Not directly from Sannomiya. The official access page lists only Kobe City Bus route 16, from three stations one stop east of downtown: about 14 minutes from Hankyu Rokko, about 19 from JR Rokkomichi, about 32 from Hanshin Mikage. Daytime buses run roughly every 8 minutes from the first two but only about every 24 from Mikage.
Why will my Suica not work on the cable car?
Because the operator takes no transit IC cards at all: its official page states that payment is cash or credit card only — no Suica, no ICOCA, no PASMO. It is the most common way to get stuck on a Kobe day trip. Fares are 800 yen one way and 1,550 round trip, the ride is about 10 minutes, and it runs 7:00 to 21:00 daily, every 20 minutes. When is the Maya Viewline closed?
Every Tuesday, and if Tuesday is a public holiday it closes the next weekday instead. This is the classic wasted evening in Kobe: people head up for the night view from Kikuseidai and find the line shut. The Maya Cable and Maya Ropeway are 450 yen each one way, so the full run is 900 yen one way or 1,560 round trip, about 10 minutes in total.
Nunobiki Herb Garden: new price, and the footbath is gone
The herb garden is the easiest mountain view in Kobe — a ropeway lifting you out of the city from behind Shin-Kobe Station, with City Loop stop 11 at its base. Two things changed on April 1, 2026. First the price: admission bundles the ropeway with garden entry, and the rates are now 2,500 yen round trip for adults and 1,250 for children, or 1,900 and 950 one way, with evening operation from 17:00 round trip only at 2,000 and 1,200.
Second, the facilities: the official site states the herb footbath and the Bell of Vows have been removed, so anything promising a free soak at the top describes a garden that no longer exists. As of late August 2026 the ropeway runs 9:30 to 20:15, last descent 21:00, and shuts for inspection — autumn August 31 to September 3, winter January 23 to February 12.
The waterfront: Chinatown, Port Tower and Meriken Park
Which station is Chinatown, really?
Motomachi, not Sannomiya. English guides routinely file Nankinmachi under Sannomiya, but the merchants' association publishes its own walking times: about 5 minutes from JR or Hanshin Motomachi, about 10 from Hankyu Kobe-sannomiya, about 2 from the Kaigan Line's Kyukyoryuchi-Daimarumae, and about 7 from Kenchomae. The two-minute option is the one nobody uses, and vehicles cannot enter Nankinmachi, so a taxi stops at the edge. See also our Kobe beef guide.
How much is Port Tower, and how do I reach it?
It reopened after renovation on April 26, 2024, so ignore anything saying it is closed. Adults pay 1,000 yen for the observation floor or 1,200 including the rooftop deck; elementary and junior high students 500 or 400; preschoolers free. It opens 9:00 to 23:00, last entry 22:30 — one of the few observation decks in Japan you can reach after a long dinner. The official page lists a 5-minute walk from Minato-Motomachi exit 2, against 15 minutes from Motomachi or Kobe Station.

Bottom line (2026) — Head for Sannomiya, not Kobe Station: they are different places (Nunobiki-cho 4-1-1 versus Aioi-cho 3-1-1), and Sannomiya carries six different station names across four operators. Budget the real numbers: City Loop ¥300 a ride or ¥800 a day, subway from ¥210, Rokko Cable ¥800 (cash or credit card only), Rokko-Arima Ropeway ¥1,400, herb garden ¥2,500 round trip. The paper subway day pass ended on March 31, 2026 — it is now a ¥980 QR pass sold only on Surutto QRtto. And the City Loop has run a reduced timetable since August 11, 2026.
