Hotel Okura Kobe is the 35-story hotel in Meriken Park on the Kobe waterfront, opened in 1989 with 468 rooms. Before you book, know five rules: the pool is paid even for guests (3,300 yen with the sauna, 5,500 yen with the gym); tattoos are refused, including printed ones; children 12 and under share a bed free, one per adult; canceling costs 20 percent the day before and 80 percent on the day; and parking is 1,500 yen a night.

What is Hotel Okura Kobe, and which room do I get?

Where exactly is it?
At 2-1 Hatoba-cho, Chuo-ku, inside Meriken Park by Kobe Port. The tower has 35 floors above ground and stands 135 meters tall. The hotel says Meriken Park, the Harborland umie and Mosaic shopping centers, Nankinmachi (Chinatown) and the Daimaru Kobe department store are all 5 to 10 minutes away, and the Kobe Anpanman Children’s Museum is about a 15-minute walk. Which floors are the rooms on?
Rooms other than suites are on floors 6 to 33, in three bands: the Main Floor (6 to 15), the Authentic Floor (16 to 27) and the Sky View Floor (28 to 33). The hotel says it cannot take requests for a specific floor. There is no club or executive floor, and no rooms have balconies.
Which rooms face the sea?
The FAQ says only the south side of the Deluxe rooms (37 square meters) looks straight out to sea, and only the west side of the Standard rooms (27 to 29 square meters) looks straight at Kobe Port Tower. Standard rooms face east and west; Deluxe rooms face north and south.
Can twin beds be pushed together?
No, with one exception. Fixed furniture sits between the beds, so the hotel cannot join them; the Hollywood twin rooms on the northwest corner are the exception. Bathrooms are unit baths except in the Japanese-Western rooms and some special suites. Two universal rooms are offered, and Wi-Fi is in every room.
Check-in, checkout and late arrival at Hotel Okura Kobe
What time are check-in and checkout?
Check-in is from 15:00 and checkout is by 12:00; the FAQ adds that times can vary by plan. The terms of stay say the front desk runs 24 hours and there is no curfew at the main entrance. The Bell Captain desk holds bags if you arrive before check-in, and after checkout if you collect them the same day.
How much do early check-in and late checkout cost?
The hotel publishes no hourly price. Both are available on request for an extra charge, subject to availability, and the terms of stay set the charge as a share of the room charge:

The FAQ asks you to request it in advance. The hotel also sells day-use plans for daytime room use only.
What if I arrive late at night?
Call ahead. Article 6 of the terms of stay says that if you have not arrived by 10 p.m. on the day, or two hours after the arrival time you told the hotel, the booking may be treated as canceled by you. The Japanese and English terms say the same thing here.
Can a teenager stay without a parent?
Yes, with paperwork. The FAQ says minors can stay on their own if they submit a parental consent form, and it links a version of the form in English.

What does it cost to cancel?
The terms of stay (last revised August 10, 2026) set these fees as percentages:

The FAQ warns that bookings through a travel agency, early-booking discounts and plans that include restaurant dinners can have different rules, so read the terms of your plan. If you shorten a stay, the terms charge one night (the first) at the cancellation rate, whatever the number of nights dropped. The hotel can also ask for a deposit of up to the basic room charge, counting at most three nights. The official booking site adds that it cannot refund after the stay.
Can I change my dates?
Watch for one quirk. The hotel switched its booking system on March 23, 2026, and says a booking made in the old system has to be canceled and made again in the new one if you want to change it.
What if I booked through Booking.com or another site?
Two things change. Coupons such as the K Coupon and JAL coupons cannot be used on travel agency bookings, including online travel sites, and those bookings in principle do not earn airline miles. And in May 2026 the hotel posted a notice that some Booking.com guests had received suspicious emails asking them to confirm or pay for a booking; the English text says “please do not, under any circumstances, access any URLs or links” in such messages.
Hotel Okura Kobe pool and health club: fees, tattoos, age rules
Is the pool free for hotel guests?
No. The rooms page says guests can use the members’ health club for a fee. The prices were revised in April 2026, include tax, and are per visit:

Can I swim with a tattoo?
No. Section 12 of the health club rules is a flat ban. In our translation from the Japanese: people with “tattoos (including prints)” are refused use of the club. There is no “may be asked” softening, and the rules say nothing about cover patches. Our tattoos and onsen guide covers where tattoos are more welcome.
Can children use the pool?
Only from age 4. The rules refuse children under 4, and anyone 4 or older pays the fee. The gym is for ages 20 and over. On adult supervision the hotel’s pages differ: the health club rules PDF says anyone under 18 must be with an adult in the indoor pool and sauna, while the hotel’s older English health club page says under 13. Plan on the stricter rule.
What are the opening hours?
The club is on the 1st floor. The indoor pool runs 7:00 to 21:00, the sauna and bath 7:00 to 21:30, and the gym 10:00 to 21:00; last entry is one hour before each, and the club closes at 22:00. It shuts on the second Monday of each month (it opens if that is a public holiday, and in August) and for a stretch in June: about 14 days on the health club page, about 10 days in the rules PDF. The women’s steam sauna reopened on September 17, 2026.
What do I need to bring?
A swimming cap is required for everyone; caps can be borrowed free. Training wear and shoes rent for 550 yen each, swimsuits for 550 yen, and goggles are sold for 3,300 yen. Photos are not allowed in the club, and you cannot use it after drinking. The whole club is non-smoking.
Is there an outdoor pool?
Yes, in summer only: a 25-meter pool and a children’s pool. The official pages do not state the season dates or the fee, so ask the hotel before you plan around it.

Do children stay free?
When sharing a bed, yes. The FAQ says children 12 and under (elementary school age) stay free when co-sleeping, with meals charged separately. The terms of stay add the limit: one child per adult. Free loans, while stocks last, include a bed guard (ages 18 months to under 5), a baby chair, a baby bath, a toilet seat for children, a diaper bin and a waterproof sheet.
Is there anything for kids to do?
A kids’ play area next to the health club on the 1st floor is open 10:00 to 17:00 and is free for hotel users, including before check-in and after checkout. A microwave for baby food is on the mezzanine (MEZ) floor, and a nursing room is on the lobby floor. The Japanese-Western rooms on the 6th floor (58 to 75 square meters) let you take shoes off and have a separate washing area in the bathroom. An outside babysitting company works 10:00 to 21:00 for newborns to preschoolers; the hotel asks you to book at least a week ahead.
Where are children not allowed?
The Main Bar Emerald refuses anyone under 20. In the health club, under-4s are refused and the gym is 20 and over, as above.
Breakfast at Hotel Okura Kobe: prices and hours
How much is the breakfast buffet?
The buffet costs 3,800 yen for adults and 1,900 yen for children aged 4 to 12; children 0 to 3 eat free. It runs 7:00 to 10:00, and the hotel says it is busiest between 8:30 and 9:30. The hotel guide dated June 29, 2026 places it in Ariake or a banquet room. The buffet listing does not say whether tax and service charge are included, so check the current price. Taking food out is not allowed.
What is on the menu?
The hotel highlights its French toast, made to a recipe it says was handed down from Hotel Okura Tokyo, and local Hyogo dishes such as Akashiyaki, an omelet with Nagata-style bokkake, and Izushi soba; the menu changes with the season. Menu cards label the eight specified allergens, and the hotel publishes a halal food policy as a PDF, which we did not read.

Parking at Hotel Okura Kobe
How much is parking for hotel guests?
1,500 yen a night for one standard car, for check-ins from April 1, 2026. No reservation is needed. Buses pay 3,000 yen a night and must book. Since February 12, 2026 the garage uses cameras: you get parking service tickets for each night at check-in, and before your first exit you hold them to the pay machine and pay the nights times 1,500 yen. After that you can go in and out as often as you like during the stay. The regular rate is 400 yen per 30 minutes; the garage is open 24 hours and run by Times24.
When can I park and leave?
The FAQ says you can park from any time on the morning of check-in day. The rooms page says in and out are free until 13:00 on your departure day, or 16:00 on plans with checkout after 13:00.
What is the height limit?
The hotel’s pages give two figures for the self-park multi-story garage: 2.1 meters on the access page and 2.2 meters in the FAQ. If your car is between the two, ask first. The facilities FAQ gives a length limit of 5.4 meters. The car park holds 500 cars on multi-story and flat levels. How do I drive there?
The hotel says it is about 3 minutes from the Kyobashi ramp of Hanshin Expressway Route 3 (Kobe Line).

How does the shuttle bus work?
The hotel runs a shuttle daily between the hotel and Sannomiya Bus Terminal, on the 1st floor of the Mint Kobe building south of JR Sannomiya Station; go to platform 8. On weekends and holidays it also runs to and from Shin-Kobe Station via Sannomiya. Departures from Sannomiya run from 8:30 to 21:50, at 10, 30 and 50 past the hour from 11:00 to 19:50 and less often at other times; check the timetable. It is shared with the Kobe Meriken Park Oriental Hotel, and when full you may not get on. The official pages do not say whether it is free. It has no wheelchair lift, so wheelchairs must be folded, and it does not carry bags on their own.
How long from the airports?
From Kobe Airport, about 20 minutes by car. From Osaka Itami, about 40 minutes by car, or about 40 minutes by airport limousine bus to JR Sannomiya and then about 10 minutes by hotel shuttle. From Kansai Airport, about 65 minutes by car, or 65 to 86 minutes by airport limousine bus depending on stops and terminal. The route map does not show where that bus lets you off, so check it when you buy the ticket.
Fireworks and other October 2026 changes at Hotel Okura Kobe

What happens during the October fireworks?
Is anything else closed or noisy?
A music event in Meriken Park on October 3, 2026 (10:00 to 20:00) may be heard on the hotel grounds. The hotel’s Chinese restaurant closes October 26 to 28, 2026, and Chinese dishes are off the room service menu for those days.
Paying, tipping and house rules at Hotel Okura Kobe
Which cards and apps are accepted?
The FAQ lists American Express, Diners, Visa, Mastercard, JCB, DC and UnionPay (the brand page says UnionPay is for stays only); e-money including QUICPay, Rakuten Edy, iD, nanaco, WAON and transit IC cards; and QR payments au PAY, d Barai, merpay, PayPay and Rakuten Pay. QUO Cards are not accepted.
Is there a service charge, accommodation tax or tipping?
The terms of stay add a 15 percent service charge and consumption tax. The FAQ says no accommodation tax or bathing tax applies at this hotel, as of September 29, 2026; rules can change. The official pages say nothing about tipping, so if you want to know, ask the front desk.
Is Hotel Okura Kobe non-smoking?
Mostly. The FAQ counts 444 non-smoking rooms and says there are also smoking floors, but does not say which floors; ask when you book. Smoking elsewhere is only in designated smoking rooms and areas. The lobby-floor FamilyMart is open 24 hours but unstaffed from 22:00 to 8:00, when it sells no alcohol or cigarettes. There are no vending machines.
Can I bring a dog?
Not into the rooms. Pets other than guide and hearing dogs are not allowed, but there is a dog hotel, “felice,” on the grounds. We did not read its prices.
Can I send luggage ahead?
Yes. Address it to the Bell Desk at the hotel with your name; the hotel may refuse it if it cannot confirm your booking. The Bell Captain desk on the lobby floor ships bags out (boxes cost extra), but the hotel does not arrange same-day delivery. Items left behind are kept seven days, then handed to the police. The terms cap the hotel’s liability at 150,000 yen for items left at the front desk without declaring their value, and for items not left there.
Which house rules surprise foreign guests?
The hotel records the nationality and passport number of guests who live outside Japan. Only guests may go up to the guest floors. Food delivery services are not allowed. Windows do not open. The hotel cannot give out medicine. No eating or drinking in public areas, and no photos that catch other guests. Do not charge a power bank while you are out. On the plus side, a free guest laundry with four washer-dryers is on the MEZ floor, open 24 hours. The terms say the Japanese text prevails over the English.
Who Hotel Okura Kobe is for
The official rules point to a few kinds of guest. Families with children 12 and under, who share a bed free, with a play area, a nursing room and a free laundry. Drivers, at 1,500 yen a night, outside the fireworks week. Travelers who want the waterfront, with Chinatown and Harborland a short walk away. It is a harder fit if you expect a free pool, or if you have a tattoo and wanted to swim: the club charges guests and refuses tattoos, including printed ones.
