Tokyu Hotels is the hotel arm of the Tokyu railway group and runs some of the most-booked addresses in Tokyo: the Capitol Hotel Tokyu, Cerulean Tower and Shibuya Excel above Shibuya Station, the Tokyu REI business hotels, Haneda Excel inside the airport, the Park Front at Universal Studios Japan and resorts in Hakuba and Okinawa. It is not Tokyu Stay, the apartment-hotel brand with washing machines in the rooms, which has its own site and rules. The chain publishes its rules in English, and a few of them matter before you press book: cancellation is free until 15:00 the day before at most brands, the city hotel tax is not in the online total, and web check-in and the app were switched off on March 31, 2026.

What is Tokyu Hotels, and which brand is which?
A chain of about forty hotels in Japan plus the Outrigger resorts in Waikiki, sold through one site with one set of policies, but split into brands that behave differently. The Capitol Hotel Tokyu in Nagatacho and Cerulean Tower Tokyu Hotel in Shibuya are the luxury tier. Excel Hotel Tokyu is the full-service city hotel: Shibuya Excel is inside the Mark City complex on the station, Haneda Excel is in Terminal 2, Kichijoji, Futako-Tamagawa, Sapporo, Toyama and Osaka have one each. Tokyu REI Hotel is the business tier, and Stream Hotel the newer lifestyle one in Shibuya and Sapporo. Tokyu Resort Hotels covers Hakuba, Tateshina, Miyakojima and the Izu coast, and Tokyu Vacations is the timeshare-style apartment brand. The Park Front Hotel sits at the gate of Universal Studios Japan. Bellustar Tokyo and Hotel Groove Shinjuku, in the Kabukicho tower, are Pan Pacific hotels sold on the Tokyu site with their own rules.
How is it different from Tokyu Stay?
Tokyu Stay is a separate company’s brand of apartment-style hotels with a washer-dryer and microwave in most rooms, booked at tokyustay.co.jp, with its own cancellation scale and a resale plan for members. None of that applies here. If you booked a “Tokyu” in Tokyo and cannot remember which, the Stay hotels have the word Stay in the name; everything else in this article is the hotel chain. Which one is inside Haneda Airport?
Haneda Excel Hotel Tokyu, which the hotel describes as directly connected to the departure lobby of Terminal 2, three minutes from the north exit of the monorail’s Terminal 2 station. Arriving at Terminal 3 means the free inter-terminal shuttle; our Haneda to Tokyo guide has the transfer times.

So a standard city booking is free to cancel until the afternoon before?
On the official page, yes: the table for the Capitol, Tokyu Hotel, Excel, REI and Stream brands lists a charge only for contact after 15:00 the day before, on the day, and for no-shows. Three cautions the page itself prints: a prepaid online rate may carry a different fee; a package with its own published cancellation charge uses that charge; and parties of ten or more must ask the hotel. Read the plan conditions before assuming the 15:00 rule applies to a discounted advance rate.
What if I shorten my stay?
Cutting nights off a confirmed booking costs one night’s cancellation fee, for the first night, however many nights you drop. Changing a booking is done by phone to the hotel, or by canceling on the site and booking again; the reservation terms (revised April 2023) allow only those two routes.
Why is the USJ hotel different?
The Park Front Hotel at Universal Studios Japan has the gentlest scale in the chain: 20 percent the day before and 80 percent on the day, with 100 percent only for a no-show. Its guests are tied to park dates, so the hotel absorbs more of the risk. Our USJ guide covers the park side of that trip.
The hotel tax is not in your online total
Tokyu Hotels prices include the service charge and consumption tax, with a few exceptions it says to ask the hotel about. What they do not include is the accommodation tax, a local tax levied per person per night that is collected at the hotel. The official page prints the bands city by city; the ones that matter most:

What counts toward the taxed rate?
The room charge and the service charge on the room only. Meals, minibar drinks, parking, laundry, spa and the consumption tax itself are outside it. So a Kyoto rate of 19,000 yen per person with breakfast billed separately sits in the 400 yen band, not the 1,000 yen one. The Hakuba band, new from June 2026, runs from nothing under 6,000 yen to 1,900 yen per night above 100,000; our Hakuba ski guide is where that hotel comes up.
Do I pay it at booking or at the hotel?
At the hotel. The page states that when booking online the displayed total does not include the accommodation tax. Budget a few hundred yen per person per night in most cities, and more in Kyoto at higher rates.
Children: free if sharing a bed, charged from elementary school
The children’s reservation page sets three cases. A preschool child sharing an adult’s bed pays no accommodation fee and is not entered in the guest count. A preschool child using a bed of their own is counted and charged. An elementary-school child is charged and must be entered, at a rate that varies by hotel and plan. Two footnotes cut across this: plans that carry a child rate may charge a preschooler even without a bed, and one line says an elementary child may share a bed with a parent at no charge, which contradicts the main rule.
How should I enter my kids on the booking form?
The search box asks for “children under elementary school age sharing a bed with their parents”. Enter zero for a bed-sharing preschooler, the actual number if the child needs a bed or the plan has child rates, and always count elementary-age children. The site warns that some hotels ask again on the results page.
Which Tokyu hotel suits a family?
The chain does not rank them, but Kichijoji and Futako-Tamagawa Excel sit in residential districts with parks, the Park Front is at USJ, and the resorts have connecting rooms. Our where to stay in Tokyo guide places the Tokyo hotels by neighborhood.
Check-in, the app and the front desk
Can I still check in on the web or open the door with my phone?
No. A notice dated February 6, 2026 ended web check-in, web checkout, electronic receipts and the digital room key in the TOKYU HOTELS app at 13:00 on March 31, 2026. Guides that still describe app keys are out of date; you check in at the desk with your passport.
What time is check-in?
Each hotel sets it and prints it on its own page, which the chain site renders in a way we could not read reliably, so we do not quote hours here. The one chain-wide fact is that Comfort Members can ask at check-in for checkout extended to noon, subject to rooms, season and the booking. Take the time from your confirmation email.
What is the Green Coin at the front desk?
A card-shaped coin you hang on a stand at reception if you did not use the disposable amenities: toothbrush, razor, hairbrush and cotton set at most hotels, a slightly different set at the Capitol, Cerulean and REI brands. Each coin becomes a donation to tree-planting; the chain collected 37,918 in the year to March 2025.
Is there a rule about power banks?
A chain-wide request posted in December 2025: keep a charging power bank in sight, do not charge it while out or asleep, keep it off sunny windowsills and off beds, sheets and curtains, and do not use one that is damaged or swollen. It is a request, not a ban, and it mirrors what other chains have posted this year.
Comfort Members now, TOKYU HOTELS DISCOVERY from 2027
What does Comfort Members give me?
1 point per 100 yen spent on rooms and restaurants, worth 5 to 9 percent back and usable at 1 point per yen; member rates; phone bookings one month earlier than the public; a 1,000-point bonus per 5,000 earned in a year; and the late checkout to noon if you ask at check-in. Higher status adds welcome drinks, upgrade vouchers and 13:00 checkout. Rakuten points stopped counting toward status on January 1, 2026.
What changes in 2027?
Tokyu Hotels has joined the Global Hotel Alliance, the group behind GHA DISCOVERY (about 950 hotels in 100 countries). Its own program, TOKYU HOTELS DISCOVERY, launches in April 2027 at the Capitol, Tokyu Hotel, Excel and Stream brands (18 hotels) and goes chain-wide in September 2027 with REI, Resort, the Park Front and Storyline (42 hotels). Comfort Members converts to it then, and members earn Discovery Dollars usable across the alliance. Bellustar, Groove and the Hotel Higashiyama stay on Pan Pacific DISCOVERY; Tokyu Vacations and partner hotels are outside both.
Anything new opening?
Tokyo Kojimachi Tokyu REI Hotel reopens under that name on February 1, 2027, with bookings open since September 1, 2026. Tokyo Bay Tokyu Hotel closed in 2023.
Who Tokyu Hotels is for
Travelers who want a station-connected hotel with a clear, late cancellation window: Shibuya Excel and Cerulean for Shibuya, Haneda Excel for an early flight, the REI hotels for a plain business room. Read the plan conditions on prepaid rates, and add the hotel tax to whatever the site shows.
