Cerulean Tower Tokyu Hotel stands at 26-1 Sakuragaoka-cho in Shibuya, with guest rooms only on the 19th to 37th floors of the tower. Before you book, know five rules: the pool, gym and sauna are free for guests but for ages 18 and over only; tattoos are not allowed in the pool area; canceling after 3 p.m. the day before costs 100 percent; the booking can lapse if you are not there by 8 p.m. and have not called; and the hotel is about a 5-minute walk from Shibuya Station, not inside it.
Where the hotel’s own pages disagree, we say so or leave the point out.

What is Cerulean Tower Tokyu Hotel, and how big are the rooms?
What kind of hotel is it?
A high-rise hotel in Shibuya run by Tokyu Hotels, which marked its 25th anniversary in April 2026. Rooms sit only on the upper floors of the tower, and the hotel has restaurants on the 2nd and 40th floors, a fitness club with an indoor pool on the 3rd floor. For how it fits into the chain, read our Tokyu Hotels guide; for the neighborhood, see where to stay in Tokyo.
How big is a standard room?
Smaller than some guests expect. The entry-level Double is 28.4 to 31.2 square meters. A King is 34.3 to 34.5, a Superior King or Twin 37.6 to 37.8, a Deluxe 42.6 and a Corner room 49.2 to 49.4. The hotel has seven types of suite, from the 59.9-square-meter Junior Suite to the 233.3-square-meter Cerulean Tower Suite. If space matters, check the size of the exact room type before you book.
What are the room categories?
There are four floor categories: Standard; the Comfort Floor, created in October 2025 with USB ports, electric curtains and smart TVs; the Cerulean Floor, in a modern Japanese style; and the Executive Floor, the top category. The Japanese Suite “Sakura” combines a tatami living area with a Western bedroom and a hinoki cypress bath; the English page warns that the wooden tub and bucket are kept filled with water to stop them cracking, so they may be wet when you arrive.
What is in the room?
The services page lists, in every room, a fridge, slippers, nightwear, a bathrobe, a hair dryer, a straight and curl hair iron, a safe, a humidifier and an air purifier, an iron and a tea set. Bath products are from L’OCCITANE. Wi-Fi is free in the rooms, the lobby, the restaurant floors and the fitness club, except at the pool and sauna. Room service runs 24 hours. A Universal Room for guests using a wheelchair is listed at 37.6 square meters; the hotel does not say how many there are.
What do the Cerulean and Executive Floors add?
| Floor category | Extras listed by the hotel |
|---|---|
| Cerulean Floor | Cerulean Lounge, 8 a.m. to 8 p.m.; free drinks in the room fridge |
| Executive Floor | Executive Lounge, 7 a.m. to 9 p.m.; turndown; free laundry up to 2,000 yen per room per stay for two nights or more; a parking ticket for each night |
Official Cerulean Floor room pages and Executive Floor page, read October 1, 2026.
The Cerulean Lounge in the lobby has no age limit and serves no alcohol, so that families can relax there. The Executive Lounge is for guests 13 and over. Read the renovation note below before booking an Executive room for breakfast.
Check-in, checkout and late arrival at Cerulean Tower Tokyu Hotel

What time are check-in and checkout?
Check-in is from 3 p.m. and checkout is by 12 noon, on both the English and Japanese booking-information pages. Executive Floor guests can check in and out at the Executive Lounge or a dedicated counter on the lobby floor, but check-in after 7:30 p.m. is handled at the front desk. The front desk is open 24 hours, and the terms say there is no curfew.
How much does late checkout cost?
The hotel publishes no yen price. Article 12 of the terms of stay says the hotel may allow you to use the room outside those hours, and sets the charge by the clock, as a share of the basic room charge:
| Room used until | Extra charge |
|---|---|
| 3 p.m. | 30% of the basic room charge |
| 6 p.m. | 50% of the basic room charge |
| After 6 p.m. | 100% of the basic room charge |
Article 12 of the official terms of stay (English and Japanese match), read October 1, 2026.
“May” means it is not guaranteed, so ask at the desk. Our late checkout guide compares how other hotels in Japan charge.
What if I land early or fly out late?
The terms set no separate early check-in fee. Instead, the hotel has a Hospitality Room on the lobby floor, which the English page describes as “a resting room where all guests can relax comfortably before checking in or after checking out.” It is open 7 a.m. to 10 p.m. to all overnight guests and has a changing room that doubles as a powder room, plus a table for sorting luggage. The page does not say whether there is a charge.
What if I arrive late at night?
Tell the hotel. Article 8 of the terms says that if you do not arrive by 8 p.m. on the day, or two hours after the arrival time you gave, without notice, the hotel may treat the booking as canceled by you. The English and Japanese terms match.
Can I send luggage ahead?
Article 19 of the terms says the hotel keeps luggage that arrives before you only when it has agreed to it in advance, and hands it over when you check in.
Canceling a Cerulean Tower Tokyu Hotel booking
What does it cost to cancel?
For up to nine people, the booking-information page and Appendix 2 of the terms set these rates, as a percentage of the accommodation charge at the time of booking, service charge and consumption tax included:
| When you cancel (1 to 9 people) | Charge |
|---|---|
| Two days or more before | 0% |
| Day before, before 3 p.m. | 0% |
| Day before, after 3 p.m. | 100% |
| On the day | 100% |
| No-show | 100% |
Official booking-information page and Appendix 2 of the terms of stay, read October 1, 2026.
Three exceptions matter. The booking page says that if you book online and pay in advance, the fee may differ. Appendix 2 says bookings made through a travel agency follow that agency’s rules, so check the booking site you used. For 10 people or more, the hotel asks you to contact it. The terms also let the hotel ask for an advance payment of up to three nights, and the house rules say a deposit may be requested on arrival. Our Tokyu Hotels guide covers the chain-wide policy.
Cerulean Tower Tokyu Hotel pool, gym and sauna: fees, tattoos, age rules
Is the pool free for hotel guests?
Yes. From April 1, 2024, the hotel changed its fitness club fees so that staying guests use all areas free: the gym, the pool and the sauna. Before that, the pool and sauna cost 2,200 yen for most guests, so older listings may still show a fee. The English fitness page says “Use of the pool, gym and sauna only is free of charge.”
| Rule | Official wording |
|---|---|
| Hours | 7 a.m. to 10 p.m., last entry 9 p.m. |
| Age | 18 and over only |
| Pool | Indoor heated pool, 20 meters, 3 lanes, with a jet bath |
| Limits when busy | Pool 8 people, 60 minutes; sauna 5 people, 45 minutes |
| Rentals | Swimsuit 550 yen; swimming cap free |
| Bathrobes | Do not enter wearing one |
Official fitness club pages and fee notice, read October 1, 2026.
Staff decide how many people can enter depending on how crowded it is. Each changing room leads to a sauna; there is no onsen or large public bath. Personal training is extra, from 6,600 yen for 30 minutes.
Can I swim with a tattoo?
No. The English fitness page says “Guests with tattoos (including fashionable tattoos) are not permitted in the pool area.” The Japanese page says the same. The club’s Japanese terms of use go further: Article 3 lists people with tattoos among those who can be refused use of the club, alongside anyone who appears to have been drinking and anyone under 18. The official pages do not say whether covering a tattoo is accepted. Our tattoos and onsen guide explains how other places handle it.
Can children use the pool?
No. The pool, gym and sauna are all for ages 18 and over, for hotel guests as well as members. Families with younger children should plan on the city instead.
Kids and families at Cerulean Tower Tokyu Hotel
Do children stay free?
Only preschoolers sharing a bed. The Tokyu Hotels children’s page says there is no accommodation fee for preschool children who do not occupy a bed, and that elementary school children are charged. It adds that plans with a child rate can charge even for a child who shares a bed, and that child rates vary by hotel and plan. Cerulean Tower is not on that page’s list of exceptions. Compare other hotels in our kids stay free guide.
Which rooms fit three or four?
| Room type | Maximum | How |
|---|---|---|
| Double, Queen, King, Deluxe | 2 | No extra bed listed |
| Superior King or Twin, Corner King or Twin | 3 | Extra bed, 95 by 180 cm |
| Grand Room (62.4 square meters) | 4 | Two daybeds added |
| Japanese Suite “Sakura” | 4 | Two futons in the tatami area |
| Other suites | 2 | — |
Official room detail pages, read October 1, 2026. The hotel publishes no extra-bed price.
Are cribs and kids’ supplies available?
A baby bed is on the hotel’s list of items to borrow, some of which must be reserved; the page gives no price or age limit, so ask when you book. Kids’ and baby amenity sets are brought to the room on request.
Is there childcare?
Yes, run by Poppins on the 3rd floor. The kids’ room is open 10 a.m. to 6 p.m. every day, for children from 57 days old to preschool age, up to 10 at a time. The visitor rate is 2,900 yen an hour, two hours minimum, booked by 6 p.m. two days before. Hotel guests get a discount, but the page does not say how much.
Breakfast at Cerulean Tower Tokyu Hotel: prices and hours
How much is breakfast?
| Breakfast | Price | Hours |
|---|---|---|

Official breakfast pages, read October 1, 2026. Prices include a 15% service charge and 10% consumption tax.
The buffet price already includes the 15 percent service charge and 10 percent consumption tax. For the free age we follow the Japanese page, which says children 3 and under eat free; the English page says “under 3,” which leaves 3-year-olds unclear. The buffet has a vegetarian corner. The Japanese breakfast is cooked to order in an individual rice pot, which takes about 25 minutes. The Japanese breakfast page gives no child price.
Can I have breakfast in my room?
Yes, for staying guests, from 7 to 11 a.m. The American breakfast and the white omelet breakfast are 3,800 yen each, and the Japanese breakfast is 4,440 yen.
Getting to Cerulean Tower Tokyu Hotel and parking

Is it connected to Shibuya Station?
No. The English access page says it is “About 5 minutes walk from Shibuya Station, along National Route 246.” The access page gives walking routes from each ticket gate. On the route from the Keio Inokashira Line West Exit, you cross an elevated walkway connected directly to Cerulean Tower and enter on the 2nd floor; the lobby is one floor below. From Shinjuku Station, the JR Yamanote Line takes about 7 minutes.
How long from Narita and Haneda?
| From | Option | Time |
|---|---|---|
| Narita | Limousine bus, direct to hotel | About 85 min |
| Narita | Narita Express to Shibuya Station | About 90 min |
| Haneda | Keikyu to Shinagawa, JR Yamanote Line, 5-minute walk | About 60 min |
| Tokyo Station | Taxi from the Marunouchi side | 30 to 40 min, from 4,000 yen |
| Shinjuku Station | Taxi from the South Exit | About 20 min, from 2,000 yen |
Official access pages, read October 1, 2026.
The access page also lists a limousine bus from Haneda, but not where it stops, so check the bus operator before you rely on it. Fares are set by the bus companies; our Narita to Shibuya guide compares the options.
How much is parking for hotel guests?
The garage is on basement floors 3 and 4, with 375 spaces. Hotel guests pay 4,000 yen a night (24 hours), tax included; show the ticket you get on entry at the front desk. It is free for Executive Floor guests for each night of the stay. The general rate is 500 yen per 30 minutes from 6 a.m. to midnight and 200 yen per 30 minutes from midnight to 6 a.m. Vehicles must be 2.3 meters high or less (2.1 meters in some areas), 6.0 meters long or less and 2.0 meters wide or less. The terms say the hotel lends the space and is not responsible for the car.
Renovation and power cuts at Cerulean Tower Tokyu Hotel
Is the Executive Lounge open?
What happens on January 6, 2027?
An electrical inspection is planned for 10:30 a.m. to 3 p.m. on January 6, 2027. During that time no electricity works in any guest room, including lights, air conditioning and the fridge, though the phones still work. The 40th-floor restaurant Coucagno closes for the day, and only 3 of the 6 elevators run. The hotel lists it as planned. Read the official notice if you are staying those days.
Paying, tipping, taxes and house rules at Cerulean Tower Tokyu Hotel
Should I tip?
No. Rule 3-6 of the English house rules says a service charge may be included in room and food and beverage charges, “Therefore, there is no need to tip our staff.” The Japanese rules say tips are declined.
What is added to the bill?
The Tokyu Hotels pricing page says prices shown on its websites and at each hotel include service charges and consumption tax, but that when you book online, the total shown does not include the accommodation tax. Tokyu Hotels lists Cerulean Tower among its Tokyo hotels that collect it, per person per night: nothing under 10,000 yen, 100 yen from 10,000 to 14,999 yen, and 200 yen at 15,000 yen or more.
Which cards and apps are accepted?
The hotel’s payment page lists Visa, Mastercard, JCB, American Express and Diners Club. QR code payments such as PayPay are listed for both rooms and restaurants, but transit IC cards such as Suica and PASMO are listed for restaurants only. The house rules say the hotel does not pay for shopping, tickets, taxis or postage on your behalf.
Can I smoke?
Not in your room. Every room is non-smoking, and the house rules say that if smoking, including e-cigarettes, or cigarette butts are found in a room, the hotel may charge for cleaning bedding, curtains and wallpaper, and for repairs. The hotel does not say where its smoking areas are.
Can I bring a pet?
The house rules ban animals and pets, except assistance dogs as required by law and pets allowed under a separate pet agreement. The hotel’s pages do not say which rooms or plans that covers, so ask the hotel directly.
Which house rules surprise foreign guests?
Foreign visitors without an address in Japan give their passport number at check-in; the English terms add that a copy is taken. Food deliveries from outside are not allowed, except from restaurants affiliated with the hotel. Do not go into public areas in nightwear, pajamas, yukata or slippers. Do not leave mobile batteries charging while you are out of the room. Items left behind are kept seven days, then handed to the police, and the hotel will not contact you unless you ask. The terms cap the hotel’s liability for undeclared valuables at 150,000 yen.
Who Cerulean Tower Tokyu Hotel suits

The official rules point to adult swimmers, since the pool, gym and sauna are free for guests 18 and over; travelers who land early or leave late, who can use the Hospitality Room from 7 a.m.; and families with preschoolers, with four-person rooms, a kids’ room and a lounge with no age limit. It is a harder fit for guests with tattoos or teenagers who want to swim, and for anyone who wants to step straight off a train into the lobby: it is a 5-minute walk.
